Whenever I smell it, is it paint or oil on my face?

It can come from infected / damaged gums or infected / damaged teeth. It can also be an infection of the soft tissues around the lips. Brush your teeth well, floss between your gums and check for irregular bleeding. Check the odor immediately after cleaning and see a dentist if it still stinks. Most have some kind of infection.

Because uppleips are useless. This. This is due to the special sweat / sebaceous glands that I think are present. So I wash my face every morning (not my face, just my upper lip) and I use a lot of soap and scrub too much. This scent will usually last until the next morning (or ht).

Maybe ... but why are you still feeling your lips? Clean, normal skin does not smell like leather.
