If my PD is compensated by 24mm, is my prescription too strong for headaches?

The difference is between 2 or 4 mm.
Normally 2 offs would be acceptable, but 4 off would be too much for so much power but because the paradigm doesn't matter.
If your DP is too tight, there will be only one paradigm, which is not a problem. If your DP is too wide, you will have a smaller paradigm than you need.
If you measure it yourself it is probably too narrow because when you look in the mirror you will find your eyes.
Even if you are crazy, the fact that there is a necessary horizontal paradigm will probably save you. This is the reason for the bad EP.
