What is right and why please?
Hesitant to say that cycling is difficult.
Doubt is not a common word. You may be thinking of the indefinite: where there is no cycle, for example,
Edit: I found some dictionaries online for hesitation, but the official Oxford English Dictionary is the authority on the subject. I don't have access to one of them at the moment, sorry. I hesitate to use it for any good cause, just to be sure.

Both are words and both have the same meaning, but indecision is the most common.
