Of course, USPS delivers tires out of the box. Of course, there are limits to size and weight. I don't think they provide a set of tires for LeTourneaux or Euclid excavators. But ... you may ask! )
USPS are aircraft tires and should not be in the box. I know this from my experience of buying and selling tires.
I don't think it's practical to sell tires on eBay. Most people want at least two flat tires and will not pay anyone except the dealer for shipping. You should only sell it as a spot pickup instead of trying to send it.
Yes it is not and no box is required. Visit for pictures of size restrictions and even boxed tires. Tires that are small enough can be put together to carry two ships at a time without a box.

It must be in the box. For this type of thing, USPS will be much more expensive than UPS.
UPS sends everything. You will send the car. But you have to pay a lot of money. It depends on the weight.
I don't think USPS will do that ... they will probably be overweight / too big.
