How many stamps do I need for an 8.5 by 11 inch envelope with two sheets of paper inside? 3

Is it one or two? I don't know how much it weighs.

I sent one such envelope last week, the postage was 63 cents. One tampon is not enough, two are too much. In case of doubt, take it to the post office, which will send and receive the envelope correctly.
