Two things are required for a molecule to be polar:

1: Bonds should be polar (atoms should have different electronegativity).

This condition exists, the electronegativity for O = 3.5 and Cl = 2.8.

2: The geometry of the molecule must be disproportionate.

That condition exists.

The molecule will be V-shaped like water.

At the end of V there is a slight negative charge because O attracts more electrons.

Both ends of the V (Cls) are left with a slightly positive charge.

There is a difference in electronegativity. Or make more electronegative and a dopole. Oxygen is slightly negatively charged and chlorine is slightly positively charged.

This is possible because OCl2, like H2O, is curved (V-shaped) with a bond angle of 104.5 degrees, so dupole moments cannot cancel each other out.
