The commission rate literally means that if a travel agent / booking company etc. has booked a rate, then this is the rate that the agent / agent pays the commission.
Some prices are too low or part of the negotiated package (conventions etc.)
It has to do with travel agencies. I don't think you qualify if you don't know what that means. They will tell you to do it.
