Can Arizona issue an arrest warrant for my 14-year-old pass?

Completely closed by CTY ATTY in 2002, stated on the court website for my case.

When I called the court in Sedona, the officers told me they had contacts at my house. Due to the license renewal penalty that I received on December 8, 1996 and I wanted to send 1,250.00 because they would take my license ID and if I did not pay and found PNE guilty last week he would be arrested. Will issue a warrant to which you answered yes ... My question is: Why did this happen 14 years later and when I searched this case online, it says CTY on 5/1/02 Delivered via ATTY? And says it was denied and if so why are you giving me my license now?
