I'm a high school student and I'm afraid to stay another year. I really want to go to a university where most of the newcomers live on campus. I have 25 on my ACT. The University of Michigan would be ideal, but I have no objection to leaving the state.

Michigan State University requires a 3.1 GPA. This does not mean that your GPA will not be low, but the chances are very low. I think they will stop at 2.7 and drag.
Therefore, I recommend going to community college for a year or two, if available, and improving your grades. Once you have an average grade point average, you can move on to another university. But with 2.1 it will be very difficult to get into college.

They have two things against you. You know your GPA is low and your ACT is average but not too high.
I'm not sure about MI, but here in Texas, there are sister community colleges like Texas A&M (an excellent school) for 4 year olds in the UT / A&M system and Blinn JC. If the same applies to MI, find the 4 year school you want to attend, apply for the relevant CC, and overwrite your 2 year grade.

You are more likely to study outside the state. Try some smaller schools in the state where you live.
Adult Education Center. By college standards, this is almost impossible, and college keys are much more expensive than high school. Your ACT score is good, but it will not replace your poor point average.
