Yes, this is a tamper thermostat and the user cannot change it. This is for places or places where you do not want anyone to change settings. Talk to your landlord.

The HC71sb is a proprietary thermostat. This hardware is designed so you can't set the heater above 71 and it will automatically reset to 68 every three hours until you turn it on again. This is a strict limitation, so any settings you change on the command will not affect you.
