I have Verizon. EnV3, although I doubt it's important. I got a busy signal when I called my voicemail. In all moments I tried it a few months ago and have tried it many times since then ... my voicemail is still very busy for me. ): What's the matter with that? I called customer service and got the information automatically asking me to call to set up voicemail ... but to no avail.
My sister got the same phone number and service plan a year later (it's new), and I'm pretty sure she dialed the voicemail correctly.

If you receive a busy tone when dialing 10, it is more likely that you have inadvertently enabled forwarding in the No Answer / Busy feature on your connection. The above post is absolutely correct to try to solve this problem. This is how voicemail works and your problem is solved:
