I don't know what the lines mean in terms of editing, but here's the difference between editing red and blue lines:

Edit blue line overview. Editing the blue lines corrects and corrects grammatical and spelling mistakes, but does not decide or change the content of the story.

Editing the red line is more complicated. Here, the editor reviews the manuscript paragraph by paragraph, sentence by sentence, word for word to ensure that reading ability is improved, the story is meaningful, and the characters are lively and realistic. Of course, this takes a lot of time and is mostly done while "editing drafts".
